Florida’s New ICMC Program vs. the iBudget Waiver
The practical difference between Florida’s new voluntary managed-care option and staying on the iBudget pre-enrollment list.

ICMC is a voluntary Medicaid managed-care program for eligible adults with developmental disabilities. It is not the iBudget waiver. Enrolling provides covered services through an ICMC plan and removes the person from the iBudget pre-enrollment list, although Florida says the person may return to that list and may have a route to iBudget or the LTC waiver after at least one year.
What to have in front of you
- Current Medicaid and APD information
- The person’s iBudget pre-enrollment category and letter
- A list of services, providers, medicines, equipment, and therapies used now
- Questions about keeping current doctors and providers
- The name of any authorized representative
What to say when someone answers
“I am comparing ICMC with remaining on the iBudget pre-enrollment list. Please explain the services, plan and provider choices, what happens to the person’s list position, and how returning to the list would work before I make any change.”
Small but useful: Write down the person’s name, the date, the exact next step, and when you should call again.
Do this in order

Confirm the person meets ICMC’s age, Medicaid, disability, and pre-enrollment requirements.

Compare the person’s current needs and providers with the ICMC plans available in the county.

Ask for the effect on pre-enrollment status and the return process in writing.

Do not cancel current services or change coverage until the effective date and transition plan are confirmed.
What happens next
Choice Counseling explains enrollment options and, if the person chooses ICMC, helps select a plan. The plan then coordinates covered medical, behavioral-health, and long-term-support services under its network and authorization rules.
If they say “we’ll put you on the list”
If the person is not ready to leave the pre-enrollment list, ask what services remain available now and whether ICMC can be reconsidered later. Keep notes showing that the decision was voluntary.
