How to Apply for APD and the iBudget Pre-Enrollment List

Apply to Florida’s Agency for Persons with Disabilities with records showing the qualifying developmental disability began before age 18. APD eligibility and iBudget waiver enrollment are separate steps; eligible people may still enter pre-enrollment rather than receive immediate services.
What to have in front of you
- The notice, bill, decision, or discharge paperwork connected to the problem
- The person’s full name, date of birth, address, insurance information, and identification
- A short timeline with dates, names, phone calls, and what changed
- Copies of medical, school, financial, or care records that directly support the request
What to say when someone answers
“I want to apply for APD eligibility and understand the iBudget pre-enrollment process. What records prove diagnosis, onset before 18, and substantial functional limitations?”
Small but useful: Write down the person’s name, the date, the exact next step, and when you should call again.
Do this in order

Complete the current APD application and release forms.

Submit diagnostic evaluations, school records, adaptive-function testing, medical records, and proof the condition began before 18.

Keep proof of submission and answer requests from the APD regional office.

If found eligible, ask for the pre-enrollment category, priority information, crisis process, and services available outside the waiver.
What happens next
APD issues an eligibility decision. Eligible applicants may be placed in pre-enrollment until funding and priority allow waiver enrollment.
If they say “we’ll put you on the list”
If records are old or incomplete, ask schools, doctors, and testing providers for archives. If denied, request the written basis and appeal instructions immediately.
