PCAFC vs. PGCSS: Which VA Caregiver Program Do You Need?
PCAFC is the application-based stipend program; PGCSS is the broader support program without a monthly stipend.

Choose PCAFC when you want VA to evaluate eligibility for enhanced caregiver benefits, including a possible Primary Family Caregiver stipend. Choose PGCSS when the Veteran is enrolled in VA health care and the caregiver needs coaching, training, peer support, or resource referrals—even if PCAFC eligibility is uncertain or denied.
What to have in front of you
- Veteran’s VA health-care enrollment
- Current disability rating and decision letter if considering PCAFC
- Care tasks and supervision provided by the caregiver
- The support needed now: training, coaching, respite, home care, or stipend review
- Any PCAFC application or decision already received
What to say when someone answers
“Please help us compare PCAFC and PGCSS. We need [support needed], and the Veteran’s rating and care needs are [brief facts]. Which program can start now, and does PCAFC require a separate application?”
Small but useful: Write down the person’s name, the date, the exact next step, and when you should call again.
Do this in order

Use PCAFC for a formal eligibility decision on enhanced benefits and a possible Primary caregiver stipend.

Use PGCSS for general caregiver support; there is no monthly stipend through PGCSS.

Ask to use PGCSS while PCAFC is pending, after a denial, or when PCAFC is not the right fit.

Ask the team to screen the Veteran separately for respite, homemaker/home health aide, and other home-based services.
What happens next
PGCSS participation can connect a General Caregiver with support services. PCAFC requires a joint application and evaluations; approval may designate one Primary and up to two Secondary Family Caregivers.
If they say “we’ll put you on the list”
Do not treat a PCAFC denial as a denial of every caregiver or home-care service. Ask for PGCSS and a VA social-work review of respite and home-based care.
