What to Do After a VA Caregiver Program Denial
Choose the review lane based on whether the problem is an error in the existing record or new and relevant evidence.

Read the PCAFC decision and the enclosed VA Form 10-305 immediately. Mark the exact eligibility criterion VA says was not met and the date of the decision. Call the VA Caregiver Support Line for help understanding the PCAFC-specific review routes before submitting a form.
What to have in front of you
- Complete denial letter, envelope, and VA Form 10-305
- Original VA Form 10-10CG and submission confirmation
- Assessment notes, care log, relevant VA records, and names of assessors
- A list matching each denial reason to existing or new evidence
- Any deadline printed in the letter
What to say when someone answers
“We received a PCAFC denial dated [date] based on [criterion]. I need help choosing among a Supplemental Claim, Higher-Level Review, or Board Appeal and requesting the records used for the decision.”
Small but useful: Write down the person’s name, the date, the exact next step, and when you should call again.
Do this in order

Request a copy of the decision and prior PCAFC information if anything is missing; VA Form 10-306 is used to request information about past PCAFC decisions.

If you have new and relevant evidence, review the Supplemental Claim route and VA Form 20-0995. If you believe VA made an error on the existing record, a Higher-Level Review uses VA Form 20-0996 and does not accept new evidence.

A Board Appeal uses VA Form 10182 or the online route. Follow the letter’s deadline and lane instructions; different rules may apply to older decisions.

Mail PCAFC Supplemental Claims and Higher-Level Reviews to the Caregiver Support Program’s designated Evidence Intake Center address, not a generic address printed for another benefit. Keep tracking proof.
What happens next
VA intake checks the request, queues it, assigns a reviewer, and issues a written decision. The Support Line can report the stage but not an exact completion date. An accredited VSO, attorney, or claims agent may help.
If the first answer doesn’t solve it
Do not submit several competing review requests for the same issue. Ask which form VA received and whether it cleared intake. If evidence is missing, use the lane that accepts new evidence rather than trying to add it to a Higher-Level Review.
